Ellie alerts on Highway 87

Department of Public Safety State Trooper, Corporal Chad Foster made a traffic stop for an improperly placed license plate, on Highway 87. The driver of the vehicle was Varun Jain, a 21 year old white male.
Foster developed a suspicion that Jain might be involved in some type of criminal activity. The Trooper asked Jain for consent to search and he was denied by Jain.  During this point in the traffic stop Foster requested the Dallam Hartley County Dispatch Center to make contact with Hartley County Deputy and K-9 handler Chanze Fowler to assist with the search.
