Dalhart Police Chief named in federal law suit

The federal law suit filed in the United States District Court in Amarillo on Friday, December 28, 2012 named Dalhart Police Chief and former Bovina Police Chief Gary Sinclair and the officers he supervised in Bovina, as defendants. Sinclair is sued both individually and in his official capacities acting under color of law and as the chief policy maker for law enforcement in Bovina.
The federal law suit alleges Sinclair and other officials illegally harassed residents and extorted money from them to increase revenue for the City of Bovina. Sinclair, his officers and other officials allegedly devised a scheme to raise revenue by forcing citizens and property owners to make improvements to their property against their will.
The federal suit filed specifically stated the illegal scheme was concocted by former City Manager, Jana Pitcock, approved by members of the City Council and implemented and enforced by Sinclair and the officers he supervised.
