Groundwater Special Election in question for voter fraud

On Wednesday, October 31 the North Plains Groundwater Conservation District (NPGCD) was notified that there were several names on the registered voters list that were ineligible to vote in the proposition.
The Texas Commission on Environmental Quality (TCEQ) made the decision on July 25, 2012 to force land owners into the water district. NPGCD met in August and as of August 7, 2012 land owners were left with no choice but to be assessed by the NPGCD.
NPGCD contracted with Dallam County Clerk of Court, Terri Banks to handle the special election. “I contracted with the water district to conduct the election,” Banks stated. Banks received the list of eligible voters from Dallam County Voter’s Registrar and Dallam County Tax Assessor, Kay Howell. Howell received her information regarding the eligible voters, including maps directly from the NPGCD.
